Sovereign by necessity? Frontier AI export controls, cyber security, and the limits of national AI capability
The real story is that export control enforcement has already broken, a licensing regime got rolled back within months because it was unworkable to administer at the level of individual foreign nationals. That's a preview of how messy the next round of controls will be, and it means multinational teams building on US frontier models need contingency plans for sudden access cuts.
